Duran & Osorio is considered one of the most relevant firms in Colombia in terms of telecommunications, media and technology consulting.
Our experience dates back almost twenty years, since the liberalization process of the networks and services market in Colombia began, until the recent introduction of Internet-based services. During all these years, through our participation in significant transactions, we have managed to accumulate important knowledge of the sector and have consolidated our image as a firm that combines legal and regulatory knowledge with the understanding of the technical particularities and financial requirements of this industry.
This practice area is responsible for aspects related to the telecommunications regime such as the registration of operators, obtaining permits for the use of the spectrum and advising on the application of the regulatory framework. Likewise, the firm has advised state entities in the development of new regulations and has participated in merger and acquisition transactions of operators.
Other aspects dealt with by this practice area correspond to those related to audiovisual media, which include the authorization of TV operators, advice on content distribution contracts for television and OTT schemes.
Also part of this practice area is advice on the legal regime of personal data and, in particular, advice on the execution of contracts under the science and technology regime.

Daniela Mejía
Senior Associate
Daniela Mejía is a lawyer with a degree from Universidad de Los Andes, admitted to practice in 2015. She holds a graduate degree in public administration and administrative institutions from Universidad de Los Andes, a graduate degree in corporate finance from Colegio de Estudios Superiores en Administración (CESA), and a master’s degree in public law from Universidad de Los Andes. Since 2015, she has been a dedicated member of Durán & Osorio Abogados and currently serves as a key senior associate at the Firm.
Daniela has gathered extensive experience in the legal structuring of ambitious infrastructure projects in Colombia, with a focus on the transportation, urban development, education, and health sectors.
Daniela played a pivotal role in the legal team responsible for structuring the concession of the suburban train in Cundinamarca, Colombia (Regiotram de Occidente), as well as the extension of Transmilenio (Bogotá's BRT System) to a neighboring municipality, both of which were awarded by Empresa Férrea Regional. She has also been a vital member of the legal advisory team for social Public-Private Partnership (PPP) projects in the education and health sectors. Notably, she actively contributed to the structuring of the Hospital de Bosa project, which was successfully awarded as the first social PPP project in the country. Furthermore, she played a role in the structuring of the Hospital de Fusagasugá, which is poised to become the largest and most important hospital in Cundinamarca outside the capital district.
Daniela is currently providing advisory services to both the Financiera de Desarrollo Nacional and the Agencia Nacional de Infraestructura in the structuring of various railway projects. These include the railway project connecting La Dorada and Chiriguaná, with a focus on interoperability with the Chiriguaná - Santa Marta railway, the Tren de Cercanías del Valle del Cauca suburban rail project, the Complejos de Integración Modal-CIM project aimed at developing intermodal transportation in Bogotá, and the prefeasibility studies for the Catatumbo railway.
